US regulator approves second phase at Port Arthur LNG

Sempra Infrastructure said September 21 the US Federal Energy Regulatory Commission (FERC) had approved its application to develop Phase 2 at its Port Arthur LNG project in Texas, which will add two trains and 13mn tonnes/year of liquefaction capacity.

The 13mn tonnes/year Phase 1 is already under construction following a final investment decision (FID) in March 2023. Phase 2 would also add an additional LNG storage tank to the two tanks in Phase 1 and a marine berth.

“Sempra Infrastructure is committed to investing in infrastructure opportunities that help enable a cleaner and more secure energy future,” Sempra Infrastructure CEO Justin Bird said. “Today’s FERC order is a significant step in our ability to advance the global energy transition, creating an opportunity to double the amount of secure and reliable US natural gas that Port Arthur LNG can help deliver to global markets.”

Sempra Infrastructure is continuing to evaluate additional opportunities to develop its Port Arthur Energy Hub, including two pipeline connector projects, additional gas storage and its proposed Titan Carbon Sequestration Project, which would capture and store CO2 emissions from the Port Arthur LNG facility and potentially unlock additional net-zero infrastructure opportunities in the region.

Sempra recently acquired 38,000 acres of pore space and relevant surface rights to support Titan.

“The value proposition of the proposed Port Arthur Energy Hub goes beyond monetary investment in the region,” Bird said. “The proposed projects by Sempra Infrastructure would create new, high-paying jobs, increase innovative business in the region and continue to bolster the reputation of the State of Texas as a global energy leader.”

Development of Phase 2 at Port Arthur LNG and the other Port Arthur Energy Hub projects remain subject to completing required commercial arrangements, securing and maintaining all required permits, obtaining financing and reaching final investment decisions.
