Ukraine Seeks Network Code Advice

Naftogaz Ukrainy has published on its website an unofficial Ukrainian-language translation of the network code for balancing, a standard European Commission document for regulating relations between pipeline operators and gas shippers.

Transparent and market-based balancing is a prerequisite for a traded gas hub, something Ukraine is seeking to develop as it moves towards the European Union's way of doing business in energy.

It is appealing for industry experts and market participants to work together to produce a high-quality document, which will allow the rules of the European gas market to be applied within Ukraine.

It said the translation contains a host of inaccuracies and shortcomings, which has led to complaints from the market. The company is planning to post a new text of Ukraine’s network code, which will fully reflect the European Commission’s regulation. The basis for that work is today’s published translation, it said April 5.
