Consulting Services for Energy Sector

Project Executing Agency (PEA): The Global LPG Partnership, New York City, USA.

This postqualification for consulting services will be guided by the latest version of the „Guidelines for the Assignment of Consultants in Financial Cooperation with Partner Countries“ (refer to the homepage of KfW Development Bank www.kfw-entwicklungsbank.de). It is foreseen to assign the services to an independent individual senior consultant with proven experience in the respective countries and the LPG industry. Role 1: Senior EPC Professional – LPG sector

Description: Seeking senior EPC professional with infrastructure project development experience in midstream and downstream LPG, to be lead consultant for technical and operational planning of major LPG projects in selected African countries.  Project areas may include import terminals, bulk storage and filling plants, cylinder acquisition/manufacture/recertification, logistics and distribution systems. 12 month initial engagement.

Country: Africa, Cameroon, Ghana, Kenya

Project measures: The Clean Cooking for Africa Program promotes the transition from solid fuel cooking towards clean, safe, modern cooking using LPG in African countries. To achieve this goal, Country-Specific Implementation and Investment Plans shall be created and implemented in the project countries Cameroon, Kenya, and Ghana.

Requested Consultant services: The requested services of the individual (no firms!) international consultant comprise, as the case may be: (1) working with relevant project co-sponsors and stakeholders, for each investment project defined in the national Master Plan, define and document the pre-EPC technical aspects, (2) Develop technical plans for predefined projects in Cameroon and either Kenya or Ghana including e.g. guidance from a technical perspective to the relevant project stakeholders for maximizing the implementability and safety of each project, (3) start work on the technical components of the Implementation and Investment Plan as determined by the PEA.

 

Role 2: Senior Energy Project Finance Professional

Description: Seeking an experienced finance/investment professional as lead consultant for the structuring, documenting and financial arranging of an initial EUR 400 million of infrastructure and distribution projects/transactions with major social impact in the African energy (LPG) sector. You will work closely with an international team of sector experts as well as national stakeholders. International and local professionals welcome. 12 month initial engagement.

Country: Africa, Cameroon, Ghana, Kenya

Project measures: The Clean Cooking for Africa Program promotes the transition from solid fuel cooking towards clean, safe, modern cooking using LPG in African countries. To achieve this goal, Country-Specific Implementation and Investment Plans shall be created and implemented in the project countries Cameroon, Kenya, and Ghana.

Requested Consultant services: The requested services of the individual (no firms!), international consultant comprise, as the case may be: (1) create and/ or implement the Implementation and Investment Plan for the individual projects defined in each country’s LPG Master Plan in Cameroon and either Kenya or Ghana, (2) Completion of bankable projects including pitchbook-preparation for suitable financing sources in Cameroon and either Kenya or Ghana, (3) close coordination and cooperation with project stakeholders such as governmental authorities to gain relevant stakeholder approval for the financial structuring of the individual projects.

 

Role 3: Experienced LPG/Energy Professional – Country Director, Ghana

Description: Seeking an experienced Ghana LPG/energy professional to help lead LPG market reform processes, feasibility assessments, and investment, financial, and technical planning of major LPG infrastructure and market scale-up projects in Ghana.  You will work closely with an international expert team as well as national stakeholders. 12 month initial engagement.

Country: Africa, Ghana

Project measures: The Clean Cooking for Africa Program promotes the transition from solid fuel cooking towards clean, safe, modern cooking using LPG in African countries. To achieve this goal, a Country-Specific Feasibility Study as well as a range of supporting activities shall be conducted in Ghana.

Requested Consultant services: The requested services of the individual (no firms!), preferably local consultant comprise: (1) organization and completion, in partnership with the national government of a national multi-stakeholder process, for (a) enhancing policy, regulations, and enforcement mechanisms that would, if implemented, enable LPG scale-up on a commercially sustainable and safe basis and (b) development of a national LPG investment and intervention plan, (2) the preparation of a national consensus-based roadmap of holistic policy, regulatory and enforcement enhancements necessary and sufficient for large scale, sustainable LPG to succeed, and (3) the support to a national LPG investment and intervention plan inclusive of relevant government and industry stakeholders and coordinated with the foregoing.
