Challenges and Solutions for U.S. Industrial Decarbonization [GGP]

Testifying before the House Committee on Energy and Commerce, Dr. Julio Friedmann, Senior Research Scholar at Columbia University’s Center on Global Energy Policy at the School of International and Public Affairs, discussed the opportunities and obstacles facing industrial decarbonization and offered policy first-steps to address the challenge.

Dr. Friedmann outlines the challenges to managing industrial emissions, including the lack of viable substitutes for many commercial industrial products, profitable critical assets that anticipate long operational lives, and few non-emitting industrial technology options.

Dr. Friedmann describes innovative pathways to industrial decarbonization. He notes that carbon capture, use and storage is essential to any industrial emissions mitigation solution. CCUS is also the fastest, cheapest pathway to low-carbon hydrogen, which could replace natural gas in industries such as refining and petrochemicals with only modest retrofits and costs. He stresses the need for further R&D investment in order to bring emerging climate technologies to maturity.

Stressing the urgency of the challenge, Dr. Friedmann suggests actions that Congress can take to aid industrial decarbonization, such as implementing procurement standards, building infrastructure for CCUS and hydrogen, and investing in the development of additional technology solutions. Concluding his testimony, Dr. Friedmann advocates for further government analysis of industry and internationally coordinated sector agreements.
