Bechtel Wins EPC for Texas LNG Terminal

Sempra LNG & Midstream said June 22 it has selected Bechtel as the engineering, procurement, construction and commissioning (EPC) contractor for its 13.5mn metric tons/year (mt/yr) Port Arthur LNG export terminal in Texas.

Bechtel will perform the engineering, execution planning and related activities necessary to prepare, negotiate and finalise a lump-sum EPC contract for the project in accordance with the planned development schedule.

The Port Arthur project – which has yet to receive approval from the US Federal Energy Regulatory Commission – is expected to include two liquefaction trains to enable the long-term sale of 11mn mt/yr of LNG, feed gas pre-treatment facilities, natural gas liquids and refrigerant storage, up to three LNG storage tanks and two marine berths. 

Development of the terminal remains contingent on obtaining customer commitments, completing a definitive EPC contract, securing all necessary permits, approvals and financings and reaching a positive final investment decision. FID is currently anticipated in 2019, with first LNG scheduled for production in 2023.

Port Arthur LNG received US Department of Energy authorisation in August 2015 to export up to 10mn mt/yr of LNG to FTA countries, and has an application pending to export to non-FTA countries.
